Senate President Bukola Saraki Presided over Plenary.

Senator Aliyu Wammako moves for the approval of Votes and Proceedings of Thursday 1st Dec 2016 and Senator Jeremiah Useni seconds.

*EXECUTIVE COMMUNICATION*
Senate President read a letter from President ‎ Muhammadu Buhari requesting audience to present the 2017 Budget Proposal on Wednesday 14th of December 2016 at10am.

*ANNOUNCEMENT*
Senate President reads a letter from the Senate Leader, Sen. Ali Ndume requesting all Committee Chairmen to submit their reports of 2016 Oversight on or before 15th of December.

*POINT OF ORDER*
Chief Whip Olusola Adeyeye raises a point of order under issues of national importance over the death of two NYSC members from Kano & Kwara who lost their lives.
The motion is referred to the next legislative day.

*PRESENTATION OF BILL*
Three bills were presented for first reading;
1. Chartered Polymer Institute (Establishment, etc) Bill, 2016 (SB. 396) . By Sen. Chukwuka Utazi
2. Adeyemi Federal University of Education Akure (Establishment, etc) Bill, 2016(SB.399). By Sen. Omotayo Alasoadura
3. National Youth Development Commission (Establishment,etc) Bill,2016 (SB.385). By Obinna Ogba.

‎*PRESENTATION OF REPORTS*
Two reports were laid they are:
1. Conference Committee Report by Sen Danjuma Goje (Gombe Central) - Report on the Virement of funds appropriated for Special intervention (Recurrent) and Special (Capital) for funding of critical Recurrent and Capital items.
2. Conference Committee Report By Sen. Oluremi Tinubu Report on the Forestry Research Institute of Nigeria (Establishment, etc) Bill, 2016. (SB. 14).

*CONSIDERATION OF REPORT*
Report of the Committee on INEC on INEC Act No 6. 2010 (Amendment) Bill, 2016. (SB. 231 & SB. 234). By Sen. Abubakar Kyari
*Contributions*
Sen Akpabio speaks on Security & says some political parties are still insolvent, lack funds to make publications in the National Dailies says Advertorial should not be mandatory on Political parties so as not to disenfranchise potential voters.

Senator Dino Melaye agreed with the Minority Leader, Senator Akpabio on Security saying, "it makes logical sense" but disagrees on Advertorials a political party that cannot publish on the National Dailies is not fit to be a political party"

DSP, Ike Ekwremadu commends the Committee on INEC and referenced Section 6, 1A amendment on staggered direct primaries. ‪#INECBill

"We've agreed to leave the party to decide if they're doing direct or indirect primaries, but we need to provide guidance" – Senate President

Sen. ‪Dino Melaye points that "endorsed list of delegates by INEC must be relied upon for the conduct of all primaries" ‪#INECBill

Senate Leader, Ali Ndume supports Sen. Dino's amendment. Says that we must put checks & ensure candidates are certified from the Headquarters.

Senator Godswil Akpabio warns on dumping much powers on ‪INEC. He says INEC is no Angel, they are humans & prone to temptation.

Senate President ‪concurs with Sen. Akpabio and harps on "the need to balance issues and how much we swing from one end to another"

Senator Adeyeye speaks on the ‪#INECBill. He says ‪INEC will not conduct primaries but witness party primaries and endorse.

"Once delegates are elected, they should be eligible to participate in their party's National Convention" - Senator Kabiru Gaya.

"We should decentralize the process of Presidential elections so as to save lives of those who travel to cast their votes" - DSP, Ekweremadu

Senator Dino states further that collation of electoral votes becomes cumbersome which enhances corruption and this practice will not help our democracy as it’s expensive, and it will create enemity in a political party.

Senator Akpabio says the Committee on INEC should be given 24hrs to work on the grey areas of the amendments to avoid rushing the bill.

Senate Leader, Ali Ndume moves that the consideration of this amendment be deferred to another legislative day and Minority Leader seconds.

*ADJOURNMENT*
Senate Leader moves for other items on the order paper be stood down to another legislative day, Minority Leader seconds.
