What does this have to do with Africa? Are you unaware of what western soldiers have done in recent times, even with the full sanctioning of their countries Executive? This is exactly the kind of torture that was carried out in Guantanamo Bay.

I dunno if you are new to the internet or what, to be asking questions about such widely-known issues. But to oblige you:

1. http://www.antiwar.com/news/?articleid=8560 this page provides numerous pictures of the horrible abuse detainees were put through at Abu Graib detention facility in Iraq, and it went on for years while the war in Iraq lasted. Abu Ghrai was operated by the US.

2. As for members of the executive involved in the torture, here is an excerpt from this link: http://www.antiwar.com/rothschild/?articleid=2559

"Under questioning by Senator Ted Kennedy, of Massachusetts, Undersecretary Cambone admitted that his boss, Secretary of Defense Donald Rumsfeld also has his own list of "approved techniques," saying that when interrogators at Guantanamo Bay want to surpass the severity of the techniques on Rumsfeld's list, the permission of the Secretary of Defense himself is required."

Specifically a Lieutenant General is mentioned but much more seriously, Donald Rumsfield, then defense secretary and answerable directly to President Bush is also directly implicated.

Senior army officers are members of the executive, as is the secretary of defense who is more or less acting in the stead of the president.

3. http://thejusticecampaign.org/?page_id=273 details the sort of torture that has gone on at Gunatanamo Bay.

The extent to which US troops broke both US and international law in the "war on terror" is widely documented on the internet. I suggest you read up.

Such evidence unfortunately justifies why America and other civilised countries refused to sell sophisticated arms to Nigeria and others fighting Boko Haram - it is simply counter productive.
