i have been to aba in 2002,the place should really be one of the largest cities in nigeria,but like everything else it was not really planned

just big buildings left right centre,with no real infrastructure in between

there is money in the town sha,as everywhere u go its a 6 or 7 story building

since its a oil producing state,i suggest the govt float a $1bln 10yr bond and finance the interest with deduction from the source

they should also tighten up the,tax collection with ability to pay online and so on

the federal govt should also help out,as a matter of fact the feds should immediately declare any city in nigeria with over 500,000ppl a federal impact zone

and deploy extra federal money each yr into those zones for infrastructure

oh well,aba will rise again someday,we just need good governance at the centre and purposeful ones at the satellite states

DESPITE the denial, the Economic and Financial Crimes Commission (EFCC) is probing Governor Theodore Orji of Abia State and three others over a controversial N3.38 billion car supply contract, the Nigerian Tribune can authoritatively reveal.

An interim investigative report filed by the operatives of the commission on the ongoing probe has confirmed that the state governor awarded the contract, despite his denial of same.

There was also no evidence of execution of the contract with the report disclosing that it was controversially withdrawn from the contract, after the contractor had started working on it.

The interim report, a copy of which has been seen by the Nigerian Tribune was entitled “Interim investigation report re: Case of conspiracy, breach of trust, abuse of office and money laundry,” with Mrs. Miranda Nwadeyi, the Managing Director of Western Auto Parts and Services Centre Limited as the complainant, while those listed as suspects included the governor, Commissioner of Works and Transport, Kevin Chima Ugbuaja, Mrs. Agu Ifeoma Obiageli Vivian and Abia State government.

The report also put a lie to the claim of the state government that the governor and his wife had no contact with the contractor by confirming that they exchanged text messages, which are being probed by the commission.

Nigerian Tribune had on Wednesday exclusively reported the commission’s inquest into the controversial contract.

The findings of the commission’s operatives which started running from the second page of the four-page report read “overt and covert investigation into the case vis-a-vis documents recovered reveals that;

•In October, 2007, Western Auto Parts and Services Limited submitted a proposal tagged “Abia State Economic Empowerment Modern Taxi Scheme” to the Executive Governor of Abia State.

•The governor approved the proposal and directed his Chief of Staff (Mascot Uzor Kalu), to forward the approval to the Ministry of Works and Transport for negotiation and implementation of the scheme.

•On 16th October 2007, the Commissioner for Works and Transport (Kevin Chima Ugbuaja) issued the award letter to the company for the supply of 1,500 units of Chevrolet Aveo at the total sum N3.38 billion.

•Based on this development, the company opened a credit line with their supplies in the United States of America, rented an office complex in Umuahia, recruited staff, supplied three sample vehicles (to Her Excellency's office and two to the Ministry of Works and Transport), built a stand with billboard, prepare for the flag off of the scheme and engaged in other logistical issues. However, there was no written agreement drawn between the state government and the company in this respect.

•The scheme was introduced to the stakeholders in December 2007. At the occasion, the commissioner for works and transport represented the state government.

•In January 2008, the governor directed the commissioner for works and transport to keep the scheme in view pending the swearing-in of the local government chairmen. It is important to note that at the time the contract was awarded, the local government chairmen were not elected; hence, seeking their consent was immaterial.

•On 8th November, 2008, one of the three sample vehicles supplied to the Ministry of Works and Transport was returned to the company after a year of usage. The remaining two are still in the state's government possession.

•The state governor used this process to secure political solidarity and gain support from the citizens of the state and later withdrew the scheme and verbally offered the company alternative contracts which the company rejected.

•Based on the withdrawal of the offer by the state government, the company demanded for compensation for the expenses it incurred and other bank loans and charges in the course of scheme to the tune of eight million, two hundred and seventy seven thousand, eight hundred and forty five naira ($8,277,845.00), which the state government considered outrageous.

•At the instance of the commission, the parties had a meeting and the company reduced the amount to three hundred and fifty million naira. The representative of the state government promised to take the message to the government for deliberation and feedback. On 19th August, 2009, through a letter addressed to the executive chairman, the state government reported that 'the complainant company's remedy, if any, which we do not concede, lies strictly in civil litigation'. The government implored the commission to advise the company to 'seek legal counsel on this matter as Abia State government may have no other option but to seek legal redress towards enforcing the rights of the state government and its officials should this investigation and invitation not abate'.

•The governor and his wife exchanged text messages with the complainant, promising her alternative contracts for road construction which she refused.

•On 4/11/09, operatives recovered one of the Chevrolet Aveo cars supplied by the complainant to the governor and his wife. Suspects evaded arrest and none of them was found in his office or residence.

•Investigation into the matter continues.”

A former student of the Igbinedion University, Okada, Edo State , Okoro Osagie Victor, (alias Jerry Finger) has been arrested by the Economic and Financial Crimes Commission, (EFCC) for allegedly defrauding foreigners to the tune of $96, 607 through the internet.

The 23-year-old former Chemical Engineering student who dropped out of the university in 2004 due to what he called ‘family issues’, was picked up by operatives of the Commission in Benin City following a petition by a regional compliance officer with Moneygram International, who suspected that the large number of foreign ladies, mostly Americans and Germans, who have been wiring money to the fraudster were victims of fraud.

The suspicion was triggered by a communication with one of Victor’s victims who told Moneygram that she met the fraudster over the internet and that she has been sending him money because he claims that he wanted to set up a business.
Investigations subsequently revealed that Victor is a serial marriage scammer. He has been fleecing his victims posing as Jerry Finger, a white British American expatriate working in Nigeria .

Apart from sending photograph of a successful white male with the assumed identity of a Jerry Finger to his victims and promising them marriage, he would also tell them that he was in Nigeria to execute a project and then demand for money from them, with a promise to refund them when he is paid for the project. Some fell for the gimmick and paid.

Before he was finally nabbed, a total of $96,607.95 had been remitted to him by several victims from the United States and Germany.
He collected the money through Moneygram desk in five different banks using a fake driver’s licence with the name of Jerry Finger. Upon arrest, he confessed to the crime, explaining that he usually deposit receipts from his heist in three accounts.
According to him, he started scamming in 2007, three years after he dropped out of the university. Before then he had worked as bar man in two hotels in Benin City.

He said he was forced to embrace internet fraud due to the pressure of fending for his family. And even when he devoted most of his time to fraud, Osagie still held regular jobs as a camouflage for his criminal endeavours. He said he continued to work as Independent Field Advisor and Multilevel Marketer for ADIC Insurance in Benin .
But the unusual thing about suspect is that unlike other fraudsters who live a life of luxury and spend their money on women, cars and drinks, he lives a moderate lifestyle. He neither drinks, smoke nor womanize. To crown it all, more than 80 per cent of the proceeds of his heist were given to his church, as tithes and offerings.

Investigations reveal that so generous was Osagie, in his giving, that the church noticed and was concerned considering his age. But the fraudster assuaged their fears, explaining that his income came from legitimate sources.
But, why will a Youngman defraud people through the internet only to offload his loot as offering and tithes to a church? Victor does not see anything untoward about his action. According to him, money belongs to God and there is nothing wrong giving what he has made from his fraudulent endeavours to promote the work of God. He said he receives tremendous satisfaction knowing and seeing the people whose lives have been transformed through his giving.

That for him was most edifying. He says he has no regret giving to promote the work of God. He added that all those who gave him money did so willingly. “They are all my friends. Up till now they are still my friends. If I call them now they will speak with me. I didn’t defraud any one. I only asked for assistance and they were willing to help, “he declared. He said the only action he took which he is not proud of was assuming the fake identity of a Jerry Finger. However, he claims that some of his victims eventually got to know his real identify.

The suspect, who was picked on October 23 and has since been admitted to administrative bail, will soon be charged to court.
Meanwhile, Chairman of the EFCC, Mrs. Farida Waziri, has charged Nigerian youths to take up the gauntlet in the fight against corruption in the country . She made the the call weekend when she received members of the National Youth Council of Nigeria in her office.
Waziri who was represented by Gabriel Aduda, Head, Strategy and Re-Orientation Unit, SARU, said the youths should key into the fight against corruption as the future belongs to them.
