Nope,you can change all phones IMEI but you might have to root Snapdragon and Kirin,I dont deal with Ios,so I dont know about those

Some samsung,Xiaomi,Oppo,Realme,Lenovo,Nokia.I think only Huawei is using Kirin.Some samsung also use Exynos

After you've successfully rooted,Try and find chamelephon if its still available,you just use it to change IMEI,which phone do you want to change its IMEI
