The National Senate of Nigeria has requested for 2.5% of 2017 Budget in the National treasury to fund a project.

The Senate made a move to create a Constituency Development Fund to be held in the Federal Ministry of Agriculture and Rural Development, and sponsored from deductions from yearly national revenues.

A bill for the new legislation, tagged ‘Constituency Development Fund Bill 2016′ has been introduced to the Upper Chamber by Senate Leader, Mohammed Ali Ndume.

If this bill is signed and passed into law, 2.5 % of the yearly budget and other monetary accruals will go to the constituency projects and if by 2017 the legislation is still functioning, N182.5 billion of the N7.3 trillion budget will be going to the projects. If this amount is for only members of the Upper Chamber, each senator of the house will go home with N1.7 billion each.

However, this move by the legislators may cause further disagreement between them and the executive which has the constitutional responsibility to allocate projects in budgets and signing them. The National Assembly’s duty is to pass annual budgets and bills.

In less than a week before receiving the N7.3 trillion 2017 budget proposal from President Muhammadu Buhari on December 14, 2016, the senate endorsed for further legislative work, a bill to reserve 20 per cent of annual budgets for National Assembly Constituency Projects.

The bill, sponsored by Stella Oduah (PDP, Anambra North), after passing the second reading, was referred to the Senate committees on Appropriation and Finance, is expected to be passed into law early next year.

The bill will ensure that the Department of Rural and Urban Development of the Ministry of Agriculture is able to play their functional roles particularly in regards to the constituency projects, which will ensure up-to-date and efficient management of the fund; receiving and discussing list of proposed projects from the constituencies; ensuring the execution of approved projects to completion; and ensuring the compilation of proper records, returns and reports for the constituencies.

According to the Senate President Bukola Saraki, said the move is just saying: “I don’t think there is anything that ensures equity in the country like the constituency projects to our constituencies, full stop.”

Thank God it's not 25% again.
Constituency Projects are baseless and an avenue that gave criminals in National Assembly an undue wealth. I did a follow up a constituency projects of a particular Rep Member in my area. Solar Power stuff in my area. It was commendable.


But do you believe the solar plants was not in anyways beneficial to the people.
1. The installation. the solar on light up in the afternoon
2. The durations was only three (3) months.

Of what use is the projects?
Misplaced Priorities. Constituency Projects should be cancelled. It is illegal. It is not an act of the law.

Thats too small na.
They shud make it 10-20% so as to av enough money to siphon after paying their own appointed contractors,many of whom are cronies for companies owned by d same NASS members!
Nigerians shudnt be surprised if d cattle rearer assents to d bill.After praising Saraki and Dogara,two renowned thieves to high heavens,its obvious Bubu will sacrifice everything to secure a second term.Fighting corruption is far off his mind for now.
