why covering the plate number ? It bring suspicious

Please go and read the new FRSC law, the plate number belongs to the owner of the vehicle and not the vehicle any more. So mind you when buying a used car you are buying the car alone excluding the plate number. There's nothing like change of ownership anymore. When you come for inspection you will definitely see the plate number, the papers and the owner of the vehicle. Thanks
