now that the 2017 budget seems like its going to pass without much opposition from the NASS, despite glaring issues of 'padding', does it mean that PMB has 'settled' them?

because according to some persons on this forum, the whole hullabaloo about the 2016 budget was because PMB refused to settle the Legislooters...
