All you need to do is to go to the nearest police Headquarters to apply for it. you have to be wealthy and renowned!

The annoying thing now would be that other folks would start using this. Just like the way folks started covering their plate numbers. Please who are you that you are covering your plate number. The only folks who are allowed to do this are presidents and top govt officials. But these days every rich yahoo boy and musician is covering their plate number.
