How can the government say they've removed subsidy but do not want to deregulate the sector completely. It is lack of sincerity.

In simple terms, it is all about letting market forces dictate the price. That's not all of it, but that one of the main effects.

For example, the diesel market is more deregulated than the petrol market. Diesel prices fluctuate. You pay according to what the importers and marketers who source the product pay for it. Like the provision you buy in your local market. If there's an increase, the market woman passes it on to you, vice versa for decrease.
