What then stops them from paying some of their army of thugs to carry out attacks, dressed like "herdsmen", and turn around to blame same on "Fulani herdsmen" and, by extension, on Buhari's return?

This is when the DSS should really swing into action. There is a possibility members of that party are the ones sponsoring these attacks just to make the president look bad.
