Governor Otorm is trying to absolve himself from blames of the fulani herdsmen by trying to sacrifice the local government chairman. He cannot absolve himself completely simply because he is the CSO of the state. Since the issue is above the local government pay grade, the governor needs to get help from states like Anambra, Ogun and Lagos or use the security model this state used to solve the crime problems they had in the past.
