According to BudgIT research, N1.75tn has been given to states as extra-statutory allocation known as bailout since the advent of President Buhari’s administration.

In 2015, a Salary loan of about N338bn was disbursed to states. The term of the loan was 20-year and the purpose of the loan was to help states facing fiscal strain meet outstanding salary obligations. Interest rates of 9% approved by the Central Bank of Nigeria (CBN).

This was swiftly followed by the N575bn restructuring programme bond. The federal government negotiated this debt package through the Debt Management Office to allow states convert high interest bank debt into a 20 year tenured debt with interest rates set at 14.83%.

With the exception of Ogun state, 23 states were immediate beneficiaries. However, the actual sum disbursed was not made public. Again, In July 2015, the federal government remitted approximately N92.18bn to States from dividends worth $2.1bn paid to the centre by Nigerian Liquified Natural Gas Company (NLNG).

Barely a year later, the sum of N7.85bn was also approved by the federal government to assist states with revenue short falls in January 2016 from the dividend remitted by NLNG.

In July 2016, the federal government endorsed the allocation of N3.6bn from solid minerals savings to states as part of the routine monthly FAAC disbursements.

A total of N117.3bn was also disbursed to states, amount taken from excess revenue generated from Petroleum Profit Tax (PPT). Ordinarily, this should go into the Excess Crude Account, but it was speedily distributed between the federal and state governments.

In all, a total of N1.75tn has been disbursed to states as extra-statutory fund but little is known about how the funds had been spent. The latest amount released is the N522.74bn refund to states for surplus deductions of external debt servicing fees between 1995-2002.

The lack of will to encourage states to embrace transparency and the inability of the federal government to enforce conditions that mandate states to articulate their policies and submit to standardised performance indicators has ensured that governors merely sit back and routinely await the discovery or refunding of money into the treasury, and immediately seek their share. BudgIT had previously sent Freedom of Information Request to Central Bank of Nigeria and no adequate response was provided.

It is observed that the Federal Government seems to have adopted a reductionist approach to the States; often basing its release of funds on a need to offset recurrent expenditure at sub-national level.

To discontinue this tradition and ensure funds are used efficiently, the allocation, utilization and spending of public funds should be transparent, coordinated and discreet. BudgIT calls for an holistic and comprehensive audit of the funds disbursed so far.

When people complain of hardship they're fond of looking in the direction of FG. Meanwhile the FG has done a lot to assist states both APC and PDP to meet up with their obligations.

Those who complain do not ask what their Governors are doing with their allocations. They're not calling on their State Governors to free the Local Government from their Satanic grips. The LG which is meant to bring governance to the grassroots has been hijacked by most Governors while the mumu followers look like hypnotized sheepies.

Rivers State budget of 2016 and 2017 is only known to Wike and his gang of Ex Militants called honourables in the State Assembly.

God Bless Buhari and APC for all they're doing to help the States and their numerous strides in alleviating the sufferings of ordinary Nigerians AKA the masses.

The federal government are failures you handed the states a bunch of money without scrutiny. They blatantly disregard conditions and transparency rules and you rush to hand them more. Honestly it's insane how alot of Nigerians worship their Governors and don't seem concerned with the lack of transpency they give with their tax money.

Now the states need to be forced by law to give account of their funds. The state assembly are a bunch of stooges alot of the time. Bowing down like in Benue groveling to their demi god governor.

Everything in Red explains why curruption is so strong despite a war on it.

There is nothing surprising about the fact that most of the 36 states are non-viable structures with bloated workforces, surviving only through federal allocations supplemented by occasional bailouts. This is exactly what one can expect to get when states don't have to raise the bulk of their revenue from their own private and commercial taxpayers.

State residents who don't pay taxes to support their state government have little incentive to rigorously monitor how "free" money that comes from Abuja is spent, making it easy for governors to buy popularity during good times by doling out patronage state government "jobs". On the other hand, the small percentage on the state governments' payrolls will always complain long and loudly if their salaries don't arrive on time - even if most of them aren't doing any real "work" in the first place - and these people and their dependents will be quick to mobilize against any governor who dares to try to trim the state government's wage bill.

Without the incentive provided by needing local tax revenues to function, the negative tendencies I've mentioned will always rule the day, no matter how much some might wish otherwise. This is the reason why I laugh at those who talk of their states being "blessed" with oil or other such natural resources: there are good reasons why states like Bayelsa (or entire countries like Nigeria, Congo and Equatorial Guinea) are so badly governed, despite how "blessed" they are, just as a non-"blessed" state like Lagos (or a resource-free country like South Korea) manages to thrive without any easy resource money. Take away the federal allocations and you'll be surprised how closely people all across Nigeria will start scrutinizing the governors squeezing them for tax revenues.

I agree and so does some members in NASS. The main parties that don't like this are governors and former exuactives. Example Atiku and former gov Victor Attah. The main issue us if they give them Autonomous control of finances and don't enshrine transpency rules. We get a new bunch of thieves. Currently finances of LG are opaque.

I don't want the bottom feeders among us to ruin this tier of government with senseless worship and unquestioned loyalty.

Responsibility without accountability is the worst form of governance. When you don't put checks in place while filling leaking kegs with water, you end up wasting your time and also the time of others waiting on the queue to fetch water. The worst thing to have ever happened to us as Nigerians is bad leadership.

The good men are too scared enter into the murky waters of politics where killing or maiming an opponent is the order of the day. While we watch and examine how these wicked people rape our resources dry, I keep looking for the day a true hero will stand up to these leeches in human bodies.

You could have used the money to build roads for people to cheer you but chose to dispense for payment of workers owed several months salary by their state governments and reduce the suffering of the common men and women.

I call it irresponsible spending spending on untenable salary obligations. It's just annoying seeing people praise Buhari in this mess. People aren't very good with critical reading and thinking because they are simple minded so I shouldn't be surprised.

Hopefully this stays on front page.

In Cross River, the governor has travelled since he collected his own share of the Paris fund refund to China. When he decides to come back, he will use the balance of what he couldn't finish there to buy personal properties in the state. Meanwhile, the state university is in dire need of funding & even salaries are in arrears.
