Pls i have a plot in Ibeju lekki (shapati) it was dried during the dried season waterlogged during the raining season. The plot is on the lowest part of the road but it is flat. I want to build a story building that is 6.5m by 11.8m and i want my foundation to the 2.5m high so that if the road is filled in future the building will not be submerged. Is it possible to have 1.2m raft foundation, then 1m block wall and 300mm beam before casting the ground floor as indicated the attachment.

Pls advise
