With the leadership currently in Lagos State, I think this results in a Dubai in use of oil, rather than the historic Nigerian use of oil. Lagos already has the highest internally-generated revenue at N268 Billion, 3 times more than the second highest. I look forward to seeing what Ambode does with this once it's realized.
