It looks like Otu Ngwa Progressive Union are the civil engineers for this project.

Is better to construct a standard bridge that took time to finish then finishing a project substandard short time.

you all don't know much about engineering. What you are seeing is pile driving after which a pile cap will be cast to connect all of them and the main pillar that will hold the bridge will then take off from the pile cap. The piles will be under the ground and unseen, but in bridges over water, sometimes water wash away soils and the piles are clearly seen, See Picture below
