*LASAA LAUNCHES 2022 MOBILE ADVERT STICKERS FOR BRANDED VEHICLES*

Lagos State Signage and Advertisement Agency (LASAA), an agency responsible for the control and regulation of advertisement displays in Lagos State, has announced the launch of its 2022 mobile advert stickers.

Managing Director of LASAA, Prince Adedamola Docemo, in a statement released in Ikeja yesterday, said the agency would not use the traditional ceremony for this year’s launch, noting that with the launch, “The 2022 mobile advert sticker will be in force effective January 2022, hence the 2021 sticker will become invalid from January 1, 2022 as all mobile advert stickers will expire on December 31, 2021.”

He explained that the launch is “To review and redefine the mobile advert sticker product and use the opportunity to holistically assess the process for better performance.”

Prince Docemo disclosed that the 2022 sticker has been upgraded with a QR code scanner application, which is readable with a simple smartphone. According to him, “The sticker has been enhanced with internal control mechanism, which comes with a hologram-finish and specialised bar codes with serial numbers.”

He said the improved security features of the sticker have anti-counterfeit properties, which run on a robust and secure database platform, an authentication system against fraud.

Prince Docemo explained that this layer of security measure is to ease confirmation and quicken the process of compliance for clients. He added that all branded vehicles state-wide will be easily captured on mobile advert, thereby making the agency’s ability to monitor compliance and enforcement work much easier.

BUHARI SIGNS ELECTORAL ACT AMENDMENT BILL INTO LAW

The Electoral Act Amendment Bill 2022 has been signed into law by President Muhammadu Buhari (retd.).

On Friday, President Buhari signed the bill at the Presidential Villa’s Council Chamber.

Professor Yemi Osinbajo, Vice President; Ahmed Lawan, President of the Senate; and Femi Gbajabiamila, Speaker of the House of Representatives, were all there to witness the signing of the Bill.

In his address, President Buhari said in line with established tradition, he received inputs from relevant ministries, departments and agencies of government after careful and thorough reviews of the Bill and its implications to democratic processes in Nigeria.

He said, “It is gratifying to note that the current Bill comes with a great deal of improvement from the previous Electoral Bill 2021. There are salient and praiseworthy provisions that could positively revolutionize elections in Nigeria through the introduction of new technological innovations. These innovations would guarantee the constitutional rights of citizens to vote and to do so effectively.

“The Bill would also improve and engender clarity, effectiveness and transparency of the election process, as well as reduce to the barest minimum incidences of acrimony arising from dissatisfied candidates and political parties.

“These commendable efforts are in line with our policy to bequeath posterity and landmark legal framework that paves the way for credible and sound electoral process that we would all be proud of.

“Distinguished Senators and Honourable Members of the National Assembly, from the review it is my perspective that the substance of the Bill is both reformative and progressive. I am making this bold declaration because I foresee the great potentials of the Bill. Worthy of note include the democratic efficacy of the Bill with particular reference to sections 3, 9(2), 34, 41, 47, 84(9), (10) and (11) among others.

“This, however, cannot be said about one provision as contained in the proposed Bill, which provision constitutes fundamental defect, as it is in conflict with extant constitutional provisions.

“Section 84 (12) constitutes a disenfranchisement of serving political office holders from voting or being voted for at Conventions or Congresses of any political party, for the purpose of the nomination of candidates for any election in cases where it holds earlier than 30 days to the National Election. The section provides as follows: “No political appointee at any level shall be voting delegate or be voted for at the Convention or Congress of any political party for the purpose of the nomination of candidates for any election”.

“This provision has introduced qualification and disqualification criteria that ultra vires the Constitution by way of importing blanket restriction and disqualification to serving political office holders of which they are constitutionally accorded protection.

“The practical application of section 84(12) of the Electoral Bill, 2022 will, if assented to, by operation of law, subject serving political office holders to inhibitions and restrictions referred to under section 40 and 42 of the 1999 Constitution (as amended).

“It is imperative to note that the only constitutional expectation placed on serving political office holders that qualify, by extension as public officers within the context of the constitution is resignation, withdrawal or retirement at least 30 days before the date of the election.

“Hence, it will be stretching things beyond the constitutional limit to import extraneous restriction into the constitution on account of practical application of section 84(12) of the bill where political parties’ conventions and congresses were to hold earlier than 30 days to the election.

“Arising from the foregoing, with particular regards to the benefits of the Bill, industry, time, resources and energy committed in its passage, I hereby assent to the Bill and request the Nationally Assembly to consider immediate amendments that will bring the Bill in tune with constitutionality by way of deleting section 84(12) accordingly.”

NBC can’t regulate advertising in Nigeria – Court rules

The Federal High Court sitting in Lagos has held that the Nigerian Broadcasting Commission (NBC) acted beyond its powers in seeking to regulate the practice of advertising in Nigeria contrary to the provisions of the extant Advertising Practitioners (Regulation) Act of 2004.

The court also declared that the NBC lacks the power to prohibit exclusivity on privately acquired intellectual property right in programme contents of a right holder viz a viz the salient provisions of the constitution and the copyright act.

Justice Ambrose Lewis-Allagoa also set aside the proposed amendment to the 6th Edition of the NBC Code for being ultra vires, incompetent null and void, and perpetually restrained the Commission from implementing it.

The court delivered the judgment, in a suit filed by a Lagos based journalist, Mr Femi Davies.

Mr Davies had approached the court contending among other things that the amendment sought by the defendant to the 6th edition of the Nigerian Broadcasting Code is in violation of his rights to own intellectual property in Nigeria over which he can exercise exclusive rights.

He had also argued that the amendment if allowed will greatly affect business and the development of the country as a whole as it will frustrate tonnes of investment and hard work of many years.

The NBC on its part had submitted that the amendment to the 6th broadcasting code was done to protect local operators, promote creativity and maximize local contents due to the anti trust provisions contained in the amendment.

It also claimed that the amendment was intended to among other things stimulate growth in the industry and attract foreign investment which would benefit the media industry generally.

But the plaintiff, Mr Davies argued amongst other things, that if allowed, the amendment would greatly violate his right to a fair hearing.

He asked the court to uphold his six reliefs as set out in his originating summons.

The plaintiff’s reliefs include “a declaration that the NBC lacks the requisite vires to prohibit exclusivity on privately acquired intellectual property right in program content of a right-holder viz-a-viz the salient provisions of the constitution and the Copyright Act.

“A declaration that the commission acted ultra-vires in so far as it sought to regulate the practice of advertising in Nigeria contrary to the provisions of the extant Advertising Practitioners (Registration, etc) Act, 2004.

“A declaration that the commission acted ultra vires when it sought to retroactively compel right holders of programme content to compulsorily share extant right acquired under existing licence under the proposed amendment to the 6th Edition of the NBC Code.

“A declaration that the commission acted ultra vires when it sought to retroactively compel right holders of programme content to compulsorily share extant right acquired through a partnership and /or joint venture with an investor under the proposed Amendment to NBC Code.

“An order setting aside the amendment of the NBC Code and an order of perpetual injunction restraining the NBC from implementing the Amendment to the NBC Code.

In his judgment, Justice Lewis-Allagoa held:

“I agree with the submission that acquisition of exclusive rights to Broadcast a particular program is an investment for returns and by virtue of the above-stated provisions, no one should be forced to surrender same when it is lawfully acquired…

“I am in agreement with the plaintiff counsel that the said proposed amendment is a violation of the principle of fair hearing and natural justice. The proposed amendment purports that the defendant NBC shall without any fact-finding or recourse to the other party place the advertising agency on its black list, solely based on the complaint of a media house to the defendant and the defendant acting has the authority to itself shall pass its verdict without hearing the other parties.

“I have determined the questions in the originating summon in favour of the plaintiff.

“For reasons hereinbefore given, consequently, all the reliefs sought by the plaintiff are granted as prayed. That is the judgment of the court .”

EVERYTHING YOU NEED TO KNOW ABOUT BUS BRANDING ADVERTISING IN LAGOS, NIGERIA

If you want to spread the word and get people talking about your brand, you go with one of the oldest and most enduring forms of advertising — out-of-home. You simply can’t ignore OOH. It includes everything from billboards and posters to displays in airports, shopping malls, and transit vehicles.

Now, can you guess one of the most impactful forms of out-of-home media? You might be surprised to learn that it’s transit advertising. According to the American Public Transit Association (APTA), transit advertising generates over half a billion dollars, reaching up to 83% of commuters on weekdays and 69% on weekends.

WHAT IS BUS ADVERTISING?

Bus advertising (often referred to as “billboards on wheels”) is a form of transit advertising that belongs to the out-of-home advertising channel. Transit advertising refers to any promotional materials that aim to catch customers outdoors or when they are not at home. It is a form of OOH advertising where advertisements are placed in or on modes of public transportation or in public transportation areas. Examples of transit advertising include ads placed on the sides of buses, trains, and taxis, inside subway cars and bus stations, and near train or bus platforms.

WHY USE TRANSIT ADVERTISING?

Bus advertising markets to consumers in a direct and easy-to-understand format. The advantages of placing advertisements on buses include:

Ads can’t be turned off like a TV or digital ad
Unlike radio ads, transit advertising reaches drivers and passengers no matter what radio stations they’re tuned into
You reach a wide variety of audience
There are a variety of ad sizes, locations, and creatives to choose from
Geographic Targeting
Bus advertising delivers clear messaging that centers around food, hospitality, fashion, upcoming events, listings, lifestyle branding, and many other areas. You see these messages wrapped around a bus, used in bus shelters, and inside the vehicle to give consumers a reason to look.

If your ads are inside a bus, you have a captive audience in the passengers for the duration of their ride. For external ads, you’re within range of passing cars, pedestrians, and bus riders for more extended periods when at stoplights, at bus stops, and stuck in the periodic traffic that’s inevitable along most urban bus routes.

HOW EFFECTIVE ARE BUS ADS?

This OOH advertising channel is so effective because of its extensive reach aimed to target just about everyone within eyesight. Furthermore, bus advertising effectively reaches both men and women of varying age groups and is not generally gender-based. The ads are for everyone to see!

If you commute, are a public transit patron, or a walker/driver in city neighborhoods, you’re not a stranger to bus advertising — there’s no way around it. A bus is essentially a moving billboard, following commuters, pedestrians, and drivers throughout the day, providing far more exposure than a regular billboard could. Therefore, exterior bus ads can generate a mass reach very quickly.

A bright, colorful design with short copy makes or breaks a bus advertisement. If it’s not immediately eye-catching, passersby won’t glance back at it. The goal is to make a lasting impression that viewers can recall later. Fortunately, most exterior bus ads follow this rule and effectively communicate with their audiences.

HOW DO YOU ADVERTISE ON A BUS?

Bus advertisements are produced on digitally or screen-printed transit vinyl. Advertisers can purchase space on the inside of buses or the outside.

Learn how to advertise on buses in five short steps.

1) Choose the cities you wish to target

Most large, medium and small metropolitan areas across the country have a bus system.

2) Calculate your budget

This critical step will determine the ad formats you choose. Marketing experts generally recommend allocating about 10% of a company’s total annual revenue to advertising. Of that amount, about 30% to outdoor advertising, 40% of which should go to bus advertising. Although each organization’s budget is different, it’s important to realize that a certain amount is suggested to see results.

3) Pick the bus ad formats that best suit your needs and budget

Various formats are available for bus advertising. For example:

King and Queen Signs are displayed on the exterior sides of the bus
Tail Signs are placed on the backs of buses
Interior Cards are displayed near the ceiling on the interior of buses
Bus Wraps are ads that cover the entire bus with a specific theme for the ad campaign (e.g., upcoming movie premiers)
4) Choose a start date and advertising duration

Pick a start date that coincides with the launch of a new product or service and/or with the beginning of other advertising formats (e.g., radio ads). It’s a good idea to book bus ad space early because space tends to sell out, particularly in the third and fourth quarters. The first and second quarters are generally more available.

Also, remember to choose an advertising duration. The minimum duration is four weeks. The recommended duration is 12 weeks, proven to provide better results for most advertisers.

5) Contact a bus ads company for a quote and availability

The last step is to contact a bus advertising company to get a quote and check availability. Symmetric Communications can coordinate the bus advertising space, production, and installation in cities throughout Lagos, Nigeria.

HOW MUCH DOES IT COST TO ADVERTISE ON A BUS?

Advertisers utilize bus advertising because they are guaranteed a great reach at an affordable cost, depending on size, area, and longevity. The recommended minimum spend is:

HOW DO YOU ADVERTISE YOUR BUSINESS AT A BUS STOP?
A common misconception is that bus stop and shelter advertisements are designed to reach people who ride the bus. However, bus shelter advertising serves as a small billboard to grab the attention of vehicles and passersby on the sidewalk.

Advertising at bus stops is an excellent way to target a local audience. You know that everyone who views a bus stop ad lives, works, or commutes in close proximity, so there is no uncertainty about geographically targeting specific groups. As a bonus, bus stop ads are easy to customize for different regions to make them more relevant.

HOW DO YOU ADVERTISE ON A BUS BENCH?

Many companies overlook one advertising option — the space available on bus benches. The front of a bus bench has room to hold a rectangular advertisement that’s large enough for pedestrians, bus passengers, and drivers to read in passing throughout the day. And it’s more economical compared with standard print advertisements.

Often, bus bench ads are managed by outdoor or street advertising firms. If you do not see ads posted on the benches where you want to advertise, contact Symmetric Communications, your one stop shop for all your advertising needs for information on how to advertise on existing benches and all outdoor advertising structures in Lagos, Nigeria.

WHAT IS BUS SHELTER BRANDING?

Advertising your company’s products or services on bus shelters gets your message in front of thousands of potential buyers. In addition to attracting people waiting for the bus, your ads are seen by people in passing vehicles and pedestrians walking past the shelters. The key to using shelter advertising starts with researching and understanding your audience’s demographics, so your ads appear in the spots that help enhance your brand.

IN CONCLUSION
Bus advertising continues to be effective due to its large reach, its ability to connect with viewers both emotionally and momentarily, and its vast number of interior and exterior displays catering to more than just the daily commuter.

If you have questions about bus advertising or pricing, we’d be happy to give you a free consultation. We’ll discuss the results you can expect for your brand or business and whether bus advertising is right for you.

EFFECTS OF POLITICAL CAMPAIGN POSTERS ON ELECTION RESULTS

Why do parties and candidates spend money on poster campaigns in national elections?

Posters are seen as ‘exceptionally important’ by a significant number of political consul-
tants worldwide.

Many candidates and
parties do not have access to the media and must rely on posters to publicize their
campaign and reach out to the electorate. Yet, in spite of its intuitive appeal, this explanation rests
on very little evidence. Available evidence shows that the largest part of the
existing poster campaigns belongs to those who enjoy extended access to the media.

Our observation shows that poster advertising is the most important’ item on the campaign budget of most political parties, politicians in Nigeria and globally.

Political parties and politicians will do every thing to ensure that its posters sustain daily presence in the streets, especially during electioneering period and season.

Street observations and
testimonials from party workers point out that the poster displays of one party rarely
go unchallenged. Usually the opposition will swiftly react either by a separate display of its own, or by putting its own posters on top, only for the process to start anew the
next day.

Maintaining the daily visible presence of one’s posters therefore requires constantly diverting resources from other activities (e.g. canvassing, mailing, calling, etc.),
and the party’s ability to sustain this effort is key in deciding their poster strategy.

The decision on how much to
invest in posters depends on ‘how much time a party or candidate want to last and what impact they want to make.

Posters are one of the most resilient and sustained campaign strategy deployed by politicians to woo voters for their votes during electioneering campaign.

Political parties and politicians use the poster platform to signal their governing credentials and ability to win
through visual cues.

Poster campaigns are intended to signal a party’s electoral strength.

POSTER POLITICS IN NIGERIA

_Written by: Ernest Davids_

Campaign posters are the pedestrians' visual language of established party candidates. Adventurous political campaign posters are memorable and effective.

The best ones that promote a candidate inspire hope and optimism. The best ones that oppose a candidate use humor or satire to critique the candidate for what they've done, or for what they promise or threaten to do.

Supporters hold up posters of their preferred candidates during a campaign rally, debate, congress, convention and electioneering campaign.

Posters remain one of the most effective and powerful tools for holding political leaders accountable.

To be frank, the vast majority of Nigeria campaign posters are boring. Most are simply a picture, logo and text of the candidate's name, with party identity.

Giant posters of political party candidates are mounted and pasted in major towns, bridges, express ways, high ways, street, buildings and structures and in the backyard of supporters of these candidates, politicians.

Political campaign posters are designed to cajole people who may be undecided to vote for whoever seems to be the most popular candidate -- and the more signs, posters, out there, the more popular that candidate will appear.

Campaign posters need to convey stability and promote confidence.

All over the world, posters are primarily used to oppose politicians in power and also to support diverse individuals and causes.

During demonstrations, demonstrators hold up posters depicting pictures and inscriptions that promote their cause.

As long as people have political opinions, printed posters and their unique forms of art are a fundamental tool to express their political views, aspirations, affiliation, opinions, etc.
