The Executive was reckless in it's prosecution as Saraki did not go through the scrutiny of the code of conduct bureau (CCB), who are mandated by law to investigate and prosecute such matters before the code of conduct tribunal(CCT) and the CCB as at then was not fully constituted in membership as some of the members had finished their tenure and Buhari refused to appoint the replacements from their geo-political zones as required by our law.
