The person who captioned that photo has issues. The photo shows Ooni getting up from his seat to greet Saraki who had already walked up to him to say hello or whatever. Ooni perhaps out of respect didn't want to leave Saraki's hand hanging, shook Saraki's hand while getting up from his seat to properly greet him.

It is not a photo of Ooni bowing to Saraki rather, it is a photo of Ooni getting up from his seat to greet Saraki who probably out if respect for the crown, walked all the way from his own seat to greet the king.
