Apart from governmental buildings and federal roads, what else did they do? The seaport which is the capital source of Lagos wealth was built by the british for example.. The indigenization decree was promlgated in 1972 Awolowo gave Gowon his resignation notice in 1970 after the war and left the government in 1971

He was succeeded as Finance Minister by Shehu Shagari who was in post from 1971-1975 and when the indigenization decree was enacted and implemented
