Everyday thousands of Nigerians at home and abroad hope to buy lands in Nigeria more especially in popular cities such as Lagos, Abuja, Port Harcourt, Abeokuta, Ibadan etc but a common reoccurring theme that filters through their minds is how to safeguard their money so that they won’t be duped by Land Fraudsters or lose their Lands to the Government coupled with the terrifying stories that normally accompany the smooth transfer of these lands because of the prevalent nature of Land Scam artists and dubious Real Estate companies that specialize in defrauding prospective land purchasers.

Buying lands in Lagos or anywhere else is usually complicated. In case you are lucky enough to have bought your land genuinely, you should be ready to contend with omoniles demanding for various illegal fees, ranging from agreement, job card, fencing, security, Germany floor, decking, roofing and all kind of frivolous fees.
During construction, you will see hoodlums coming around to task developers and their workers like bricklayers, iron benders, carpenters for illegal fees. They charge developers for sand,granite,cement or any materials delivered to site and beat up workers when they are not paid and stop them from working. This trend has discouraged many potential land buyers, investors and developers.

This new law known as “Lagos State Properties Protection Law “in section 11 has prohibited any person from demanding those fees.

Demand for fee

“A person shall not, whether for himself or acting as an agent demand for any fee or levy in respect of construction activities on any property, disrupt or obstruct construction works provided that the provision of this section shall not be interpreted to preclude land owning families under the authorization of the family head to demand for customary fee for possession from buyers or ratification fee pursuant to judgment of a court of competent jurisdiction”.

(2) Any person who contravenes the provision of subsection (1) above commits an offence and shall on conviction be liable to a fine not exceeding one million naira (N1,000,000) or two (2) years imprisonment or both.



The method we have devised since this law came out is always take a copy of the law with you. Any time they come around to demand for this illegal fee, just bring it out and read out section 11 to them that they risk 2 years imprisonment for demanding for construction fee. This trick has worked wonders. They will be begging you not to take any further action but begging you to forgive them and give them anything you want. That is how it should be and not the other way round.

This new law known as “Lagos State Properties Protection Law “in section 11 has prohibited any person from demanding those fees.


Also, the Law prohibits the offer of sale
and/or actual sale of landed property without
legal authorization and prescribes a punishment of N500,000 fine or 6 months’imprisonment for offer of sale and a fine equal to
100% of the value of the property or 5 years’imprisonment or both for actual sale of the said propertyIn the same breadth, the Law prohibits selling family property or government land without rightful and prescribes a punishment of 21 years’imprisonment; and criminalizes the demand forafee or levy in respect of construction activities on a propertywhich is punishable witha fine of N1,000,000 or
2 years’imprisonment or both.Professionals and third parties who aid the ‘omo onile’are not exempted. Under the Law, any professional who facilitates a contractual agreement which isin contravention of the Law shall be liableto prosecution and upon conviction reportedto the relevant professional body.
