Anambra: Politicians scramble to buy voters’ card electoral officers
From CHIDI NNADI, WILLY EYA,
VINCENT UKPONG KALU and GEOFFREY ANYANWU, Awka
Saturday, February 06, 2010

After the close of campaigns by political parties on Thursday, in Anambra State, some of the politicians have resorted to mopping up voters’ cards to give their parties an edge in today’s election. Also, it was gathered that electoral officers are now hot cakes, as politicians are offering them money.

Investigation by Saturday Sun revealed that a business mogul, who is a strong financier of one of the leading parties in the state, rolled out bags stocked with money to buy voters’ cards. Each cards is bought for N3, 000.

However, when Saturday Sun contacted a party stalwart in the camp of the billionaire businessman, who pleaded anonymity, he said that his leader indeed, shared money, but not for the purpose of buying up voters’ cards.
According to him, the businessman is known for his philanthropy, as he usually visits home to share money at festive periods and occasions, such as the Anambra governorship election.

Saturday Sun investigations also revealed that top politicians had, towards the end of last week, bought voters’ cards in the state at N2, 000 per card. The price increased to N3, 000 yesterday.
Also, rumours were rife that some political parties were thumb-printing ballot papers in various parts of the state, especially at the rural areas.

In Abba, one of the communities, where the thumb-printing was alleged to be going on, a former council boss was said to have provided his house for this dubious work, to favour his political party. Saturday Sun also gathered that in a hotel in a certain area of Awka South, some stakeholders of the same leading political party were seen plotting rigging strategies. Also, in a popular hotel in GRA, Onitsha, a top politician was seen sharing money to the people to vote for his choice candidate.

In a related development, political parties are said to have swooped on electoral officers, who just arrived, offering them money to work for them. Investigation revealed that each of the electoral officers was offered N20 million to favour a particular leading political party. Saturday Sun gathered that the political party offering the electoral officers money appeared to have got wind of the people to be posted for the polls, ahead of their arrival in Anambra and therefore, went after them.

Reacting to the alleged bribing electoral officers, the INEC PRO, Mrs. Ofong said that there have been so much rumours in the state since the beginning of the week. She challenged those who are peddling the rumours to come up with concrete evidence and see how the commission would act. She said that the list and the posting of the electoral officers were yet to be out it. According to her, no electoral officer is sure of posting and where he or she would be posted.

Saturday Sun found out that the electoral officers from various parts of the country arrived last night and have not been posted. It was gathered that the posting may be tomorrow morning, as the temporary shed for the distribution of election materials was still under construction yesterday.

In a related development, it was gathered that the election collation form, known as E8DC, has been removed from the seal cartons or envelopes by the Resident Electoral Commissioner, in the absence of party agents, contrary to INEC rules that they should be removed only in the presence of party agents to ensure that they are tamper proof.

It was also gathered that cartons 1 to 13 of the result sheets are available in the INEC office, Awka, while cartons 14, 15 and 16 are missing. Some political partiers also alleged that 22 INEC administration officers from all over the country were yesterday summoned to Abuja by the INEC leadership, with a view to instructing them to deliver a particular candidate

. Each of them was said to have got N20, 000 a particular candidate’s agents, with a promise to give much more so as to rig the election in his favour. Meanwhile, a female electoral officer was said to have been arrested by the police at the INEC headquarters in Awka for throwing an illegal electoral material into an electoral vehicle going to Ekwusigo Local Government Area. When the illegal material was examined, it was found to be a fake voters register.

Sources said that electoral materials are being under supplied to areas where a particular candidate seems weak and oversupplied to areas where it appears fairly strong. Reacting to this development, a media assistant to the Action Congress candidate, Chris Ngige, said that the party had not heard of the alleged bribery and if it was taking place, it was not their party.

Also, the Chief Press Secretary to Anambra State governor said that they heard the rumor and are waiting for confirmation before they would react. Commenting on the allegation of buying voters cards and others, the Civil Liberty Organisation (CLO), Anambra State branch, speaking through Comrade Aloysius Attah, said: “Our position remains that anything that will thwart free and fair election in Anambra must be resisted,” adding that the culprits should be punished.

“We heard that there were people thumb-printing voting cards and others buying voters cards. We also heard that INEC already has a candidate and has arranged to have two different ballot papers for the election.”

At Nnewi, some people wore NYSC uniforms, and they were not corpers. They want to have easy movement during election period. They were noticed when they entered a business center to print NYSC I.D. cards.

the presence of police and army is not just for peace but another tool of the ruling party to intimidate the opositions.
the first step to a credible election will be the dissolution of inec and iwu, the creation of an independent electorial body that will be independent from the presidency.
the pdp has no winning strategy that is free from rigging.

Even now, there are people caught thumb-printing papers, within PDP areas. I know, the heavy Police presence, is to aid them in achieving this.

I want to see what INEC will do in this situation. There are no elections in so many wards, and this is totally unacceptable. People will riot.
