@ easjay. from the statement on uniben site it means that both should be on different sheets.

Guy Guarantor is the person that would be respensible for your school fees and all expenses during you stay in the University, while a referee is someone that stands to defend you and states that he knows more about you in the aspect of your character and behaviour

You guys are even lucky. We at UNN paid #25,000 as acceptance fee against #6,000 last year.
Lets just pray that thing are done right in this country.
