Strong indications emerged on Monday in
Kano that plans have been concluded to
probe the foreign scholarship scheme
initiated by the immediate past governor of
the state, Senator Rabiu Musa Kwankwaso.

The Executive Chairman of Kano State Anti-
Corruption and Public Complaints Com­
mission, Alhaji Muhuyi Magaji, in a Press
Conference in his office on Monday alleged
that Kwankwaso’s administration used the
scholarship scheme as a cover up to launder
state fund in hard currency.

Muhuyi revealed that investigation by his
agency and the International Police indicated
that a former commissioner and a
Permanent Secretary in Kwankwaso’s
administration connived with a consultant
and laundered $600,000 state fund in the
name of the scholarship scheme.

He said efforts are being made to recover
the stolen fund, just as he advised Governor
Abdullahi Umar Ganduje to scrap the
programme.

He described the Foreign Scholarship
scheme of the past administration of the
state, as a monumental scam and colossal
fraud.

According to him, investigations by the
Commission over the sponsorship of Kano
students to Egypt revealed that a former
Commissioner and Permanent Secretary
(names withheld) in the past administration,
conspired with a Consultant to allegedly
defraud the State of huge amounts of foreign
currencies, running into millions of dollars.

‘’From the available evidence at our
disposal, there are some people, who are
directly or indirectly benefiting from the said
funds here in Kano and are making frantic
efforts to ensure status quo is maintained to
cover their atrocities.

‘’It is the opinion of this Commission that the
entire scholarship process is characterised
with fraud and the perpetrators are
continually taking measures/ advantage to
ensure that their atrocities are covered up.’’
Muhuyi, lamented that efforts by the
Commission to dissuade the State
Government to halt the scheme, so as to
rescue it from losing millions of dollars to the
scam proved abortive.

Following this development, the
Commission, in collaboration with Interpol
and other relevant agencies are working
assiduously to retrieve the allegedly millions
of dollars in scholarship scam, paid by the
past administration to a Consultants.
