For a moment I was almost thinking calculator was needed.
Only to discover that the second hint "if you keep going round the circle" is all that matters.

The answer is 2.

Reason: Its all about the circle, the sum of circles in any given numbers is the answer. From zero to ten, 1 has no circle, 2 has no circle, 3 has no circle, 4 has no circle, 5 has no circle, 6 has 1 circle, 7 has no circle, 8 has 2 circles, 9 has one circle, 0 has one circle.

For example; In 9313, only 9 has a complete circle within (1+0+0+0) thus the answer is 1.

6666; 6 also has a complete circle within but it's in four places (1+1+1+1) gives 4.

2172; none has a complete circle within (0+0+0+0) thus the answer is 0.

7756;only 6 has a complete circle within (0+0+0+1) thus the answer is 1.

3213;none has a complete circle within (0+0+0+0) thus the answer is 0.

6855; 6 has a complete circle within, 8 has two complete circle within (1+2+0+0) thus the answer is 3.

8913; 8 has two complete circle within, 9 has a complete circle within (2+1+0+0) thus the answer is 3.

Similarly for 5821; only 8 has two complete circle within (0+2+0+0) thus the answer is 2.
