This is not a failure, it a common design on most European buildings, I was surprise when I first saw one myself

Those are guard rails and are much closer to the windows so u dont fall out. This one is too wide, looks like a balcony wt no bottom. Dts why its a fail.

Sometimes, it's the fault of the client. The client may want to impose an impression he or she might have seen at a place but doesn't fit in into the design.

Sometimes, the fault of the client when they can't pay for the supervision.

Sometimes, the client's fault when they patronise a quack architect or better still draft man. A draftsman will not think of function but helping the client to cut the cost of construction not in the best way thereby making the building to look funny

The clients have a lot of blame.



But most of it all a good Architect may want to bring out a

U are talking about Europe wen I honestly saw one in port Harcourt sometime ago. The funniest thing abt d one I saw is dat there wasn't any rail. Just d door n dat was all. At 1st I tot the building was going to be extended but later noticed dat judging from d proximity of dat side of d building to d road, there wasn't any room for extention. So I still dey wonder toll date
