Delta, N14.2 billion, 2. Akwa Ibom, , N12.94 billion 3. Rivers, N12.45 billion, 4. Bayelsa, N10.88 billion 5. Lagos, N8.8 billion 6. Kano, N6.8 billion 7. Kaduna, N5.4 billion 8.
