Lands up to 3000 in one location can be found in Omagwa, IPO, atali but owned by locals who do not have the need for CoO on their community land. Except you find property companies which I doubt will have up to that figure.
Salvation Ministry bought 4000 plots from different communities without CoO. You may have to make that movement of getting CoO by yourself. Thank you.
