Can anybody help explain this, must you be a web designer to become a web programmer or are they two different careers

Web design - basically has to do with designing the graphical user interface of the website.
Web programming - defining how the website behaves and interact with the end user.

One person can learn both of them or you can choose to learn either of them.
Web design basically means designing the graphical interface, that is what a visitor will see when he/she visits your site.
