That's a Londoner. If he was deported he would have to have overstayed for most of his life lol. That's a real Londoner and no phoney accent either.

It doesn't matter, he can still be deported if he has been living illegally in the UK. I know of folks who have spent 15-20 odd years living illegally in the UK, London specifically. It's either this dude has mental health issues or he was deported, he speaks like someone who is lost.
