With each set as much as 8 games, that'd make it 24 minimum (i.e over 21.5) but where the game is likely to end 2-0 or 0-2 and NO game tie, say 6-2, 6-3, the game ends under 21.5 while the first set under 8.5 (6-2 means 6+2).

In other words, the game is likely to end with fewer games (under) where there is less competition and more (over) where is a serious competition between the parties.
