get the story right, Mr. Efcc claims the reason for the invasion and arrest was because Mr. Innoson refused prior invitation. Innoson is claiming never to have received any invitation.

Innoson is not filing a suit because he wasn’t invited but because the allegations and claims by Efcc are false.

Assuming that you are correct that EFCC invitation is discretionary.
If EFCC did invite an individual for questioning and arrest another individual without invitation. Provided that those different individual are well known and are subject to EFCC's investigation, then that's an abuse of discretion.

If EFCC have reason to believe that Mr. Innoson committed those crimes he is accused with, why don't they prosecute him? Take the case to trial and then lock him up if he his guilty. They didn't have to partake in a barbaric act, show of force.
