There is no tool for beginner there are only beginner courses.

Inkscape is a professional tool for vector graphics do not think 'cause it is free and open source it is not up to per with Illustrator, CorelDraw and their likes.

When choosing a tool chose the one with a large community. The one that has more video tutorials on YouTube on all aspect not the one that is restricted which will cause you to buy a course

Courses are good but they should be on professional level not beginner

Go with inkscape, it is what I use.

Same goes for Blender and Maya
