Sorry to say, but it means after reviewing your CV, they deem it unfit to advance you to the next stage of the recruitment. My advice is that you move on to other options.

It seems that they are doing it one category/department after another. I chatted up a friend who applied for mechanical engineer position and he told me they haven't contacted him. So you have every reason to be hopeful and on the lookout also.

Even if they need only FIVE people, it is still worth it to try. So far the process will be free and fair, I would have even registered for one slot vacancy. The people that will be employed do they have double heads? We shouldn't fear competition, it brings out the best in us.

I don't claim to know exactly what that means but I think it implies that HR's decided not to progress your application further after reviewing your CV.
