CHELSEA face a potential transfer ban after being accused of breaking rules while signing 25 foreign youngsters.

Chelsea are facing a potential two transfer window ban after FIFA reportedly accused them of breaking the rules surrounding the signing of 25 foreign players under the age of 18.

Fifa announced last September that it was looking into alleged breaches at Chelsea when it came to the recruitment of youth players from overseas.

The matter is now in the hands of FIFA’s disciplinary committee who have the power to impose a variety of sanctions.

It is a penalty recently served by Spanish trio Barcelona, Real Madrid and Atletico Madrid, who were all found guilty of breaking rules on the signing of international players under the age of 18.

They were each hit with a two-window ban from signing players, although Real’s was reduced to just one after an appeal to the Court of Arbitration for Sport.

Clubs are disallowed from signing foreign players under the age of 18 unless their parents have emigrated for reasons not connected to football.

The other stipulation that would allow such recruitment is if both the player and the club are based with 50km of the national border.

Under FIFA’s Article 19, the only other way an exception would be granted is for transfers involving players aged between 16 and 18 within either the EU or European Economic Area.

FIFA were allegedly concerned Traore’s move didn’t fulfil any of the criteria, and have apparently identified 24 other such instances.

Chelsea have argued that they had an option agreement, registered with and approved by the FA and Premier League, to secure Traoré’s registration after he turned 18 and which allowed them to play him in what were in effect considered trial games.

Chelsea have reportedly been contacted for information and FIFA are in contact with the FA as they search for details over fixtures in which the players have played.

A Chelsea spokesman told The Guardian: “Chelsea FC complies with all Fifa statutes and regulations when recruiting players.”
