Now that APC have submitted their own recommendations for True Federalism/Restructuring in Nigeria (pending legislative actions on them), other political parties should also submit their own recommendations:
1. Either by coming up with their totally new recommendations,
2. Or they base their own recommendations on the ones submitted by APC, by making some corrections on some of them and adopting the rest.

They are playing to the gallery.
They will not restructure but claim they intended to, but . . . . . Blah Blah and Blah made it impossible.
