The Commission has in addition developed a Regulation on embedded generation which allows for power generation plants (including renewable energy) to be directly connected to and evacuated through a distribution network. It provides a window for investors, communities, state and local governments to generate and sell or utilize power without going through the transmission grid. This also offers a means for DisCos to increase the amount of power available to sell while eliminating the transmission cost component of the tariff.

They agreed and it will succeed.


its success means that all other states in the federation can push for their own embedded power projects


Other states can do the same thing and they don't even have to wait for any success in Lagos state because they have the same rights to do the same thing.

According to him, “it is planned that 350 MW of this incremental power will be delivered by first quarter of 2018, additional 850 MW by fourth quarter of 2018, and the balance of 1,800MW not later third quarter of 2022.
“The State Government will support the Power Purchase Agreements (PPAs) that will be signed between the Distribution companies (Discos) and the embedded power providers, to enhance bankability of the projects.
“Distribute the Embedded Power, off-grid, within Lagos State through the network of Eko and Ikeja distribution companies. We will support the distribution companies in upgrading their distribution infrastructure and installation of smart prepaid meters in the areas where embedded power is deployed.”
The governor added that government and the Distributing Companies, Discos would partner on collection, appropriate legislation and enforcement of power theft laws within Lagos.
Aside the Discos, Ambode stressed that the state government would collaborate with operators of oil blocks in the state to accelerate the extraction of gas feed stocks for power generation.
“Alternative sources of fuel will be explored to sustain uninterrupted power supply in the medium to long term, including partnerships on investments in gas pipeline infrastructure through the State’s owned oil and gas Corporation – Ibile Oil and Gas,” he added.
Earlier, the State Commissioner for Energy and Resources, Mr. Olawale Oluwo, said that the recommendations of the committee were in five major intervention areas in the entire power value chain starting with generation.
Oluwo said the state would be investing to upgrade the distribution infrastructure of the distribution companies and would also help them to meter the entire areas where the embedded powers would be deployed.
He said that the state would set up an enforcement unit to tackle those by-passing meters and vandals and ensure that all meters are pre-paid.
Oluwo said that the initiative was a major intervention by the government to ensure guaranteed power.

Given the intractable challenges of local gas market, and to guarantee uninterrupted gas supply to the EPPs, Lagos State has finalised arrangements with reputable international gas suppliers to deploy a floating storage and regasification unit (FSRU) to be moored on Lagos waters and this will be further supported by trucking of LNG from the South-South (in the short-term),” said the document.

Lagos state sabi their shenanigans, they are going International with international gas suppliers, they are even building own storage depot in Lagos.

The plan for gas from the SS is only short term, not permanent.

That law has been revised, although a license is required for any generation above 1MW. Depending on the agreement with NERC, they can distribute the generated power themselves without sending it through the National Grid. Please read about Embeded, Off-Grid and Captive Power Generation.

Not true! The correct position is that when you get approval as an embedded power producer, you don't need to transmit to National grid.
Many are already doing that.

WHAT IS A MINI-GRID?
A mini-grid here means an integrated local generation and distribution system with installed capacity below 1MW, capable of serving numerous end‐users independent of the national grid. It may be ‘isolated’ with no link to any other network or ‘interconnected’ with the main grid such that energy exchange is possible between them.
THE MINI-GRID REGULATION 2016
The major barriers against investment in mini-grid for rural electrification vary depending on the stakeholder concerned – investors, consumers, etc. One of the investors’ concerns is the fear that the main grid may arrive faster than expected and result in their customers being taken over by main grid operator, or that competitors might take away good sites (especially an issue when subsidies start to be available).
The second concern being lack of clarity about whether cost-reflective tariffs can be charged. On the other hand, the consumers need confidence that mini-grid is safe, its power is reliable and not too expensive. These concerns have been adequately addressed in the Mini-grid Regulation. First, the regulation allows the developer to legally reserve a site through an exclusivity agreement while it prepares the project. The permit issued by NERC entitles the developer to adequate compensation in event that main-grid arrives too early and are ready to take over the mini-grid network and customers.
For very small projects below 100kW, only a simple registration with NERC is mandatory. However, an interested investor may voluntarily obtain a permit. The difference between a registration certificate holder and a permit holder is that while the latter enjoys exit compensation like larger systems, the former does not. To be qualified for a permit, however, the project must adhere to minimum network technical and safety standards.

Sounds great everyone gets gets metered power and electricity produced is guaranteed to be bought. There's no shortage of demand anyway.

“As enabler, the Lagos State Government will guarantee the off-take of the generated power.

“This new product is expected to expand the distribution network and increase metering capacity of the electricity distribution firms in Lagos State including Eko Distribution Company and Ikeja Electricity Distribution Company.”

That's what has been in practice since with the IPP in Rivers State, with the plan of a MASSIVE expansion soon, as well as Akwa Ibom State AKS.
My worry now is, "what becomes of the core Northern States?"

This is BS. $3billion for 3000 Mw of electricity? When available do we really think we can afford to pay for such?...do we really believe the rate will be N52/KwH?..as he says? The agreement has just been signed...but yet by the end of next month 350 Mw will be delivered and a total of 1200 Mw by the end of this year. So up and running...but it will take the next 4 years to produce the remaining 1800 Mw? Can somebody explain why this is not BS?
When the state is footing the bill for soooo much..... isn't it the residents that have to foot the bill? Welcomed development?...this is a burden on the necks of all Lagos residents.
