Going by the fact that the state govt controll land use, i believe the following are steps they can take to reduce farmers/herdsmen clash.

If the layout of farmlands are mapped through GPS to a registry of recognized farmers in a way that all available lands are visually displayed along with the cultivated one, it will much easier to controll the following ;

1) Enroachment. Farmers can be reminded they are overstepping their boundaries on time.

2) Attacks. Attackers will be aware they are stepping on lands whose ownership can't be changed by a 'simple' genocide.

3) Tax Evasion. It will be easier to track land users for tax payment.

4) Disease controll. Disease spread can be better detected and controlled.

5) Land Recovery.
Lands siezed after raids can be recovered and given back to the original owners and in the process help discourage further attacks.

@igbodefender, they already make good money from cow business but don't pay tax. Instead they acquire arms and forcefully expand their territory.

You guys don't get it do you..you actually think this is about feeding cattle ? You are witnessing full fledged land grabbing and genocide going on and you think it's a misunderstanding about right of way ..MTN has a geo tag solution they have been pitching herdsmen for years now and they have been vehemently resisting it because they don't want their blood thirsty movt monitored by any one

That's why the suggestion is directed at state govt for consideration. If the herdsmen won't be monitored then monitor the land they are after and return it to the owners if ever siezed. This way there is sanity for ownership of the land as well as controll over genocide spread. Think about it.
