Many factors determine how effectively a country is able to uphold the rule of law such as access to courts, capable policing, the absence of corruption and institutional competence among others. Some governments are able to combine all of these legal factors better than others and a recent report analyzed the countries that are able to maintain the highest levels of adherence to the law. The research from The World Justice Project measured countries' rule of law adherence across eight different factors: constraints on government powers, absence of corruption, open government, fundamental rights, order and security, regulatory enforcement, civil justice, and criminal justice.

Since 2016, more countries saw their overall rule of law score decline (34 percent) than improve (20 percent) while 37 percent remained the same. Western Europe dominates the higher echelons of the ranking with Scandinavia at the very top. Denmark and Norway come first with a score of 0.89, followed by Finland and Sweden with 0.87 and 0.86 respectively. Outside Europe, New Zealand, Canada and Australia also make it into the top-10 while the United States is further down in 19th position.
Out of the 113 countries in the index, Venezuela came last with a score of 0.29. The rest of the bottom-five includes Cambodia, Afghanistan, Egypt and Cameroon. The Philippines is the biggest mover since 2016 and it tumbled 19 positions to 88th. Burkina Faso, Kazakhstan and Sri Lanka were the biggest improvers with each of them moving up nine positions since the last index was released.
