Difference between them is simple. Tinubu is a productive thief and Ibori is a destructive thief. You have Tinubus thieving legacy essentially running Lagos even while profiting massively. Iboru simply looted Delta and left no structures that'll employ people and contribute to their economic welfare.

Iboru = Primitive stealing
