It is not necessarily a major achievement but a matter of preserving and maintaining morality among the citizenry; the measure would also curb the rate of adultery and prostitution which are considered sinful and wrong in northern Muslim society; while presumably the society you come from does not consider this as very important along with the stigma of producing many Bastards as children through widespread fornication.
