This shows that it is human beings that make a city come alive and "bubble ". Those buildings are useless without people. People are attracted to a place by the opportunities available there. If a place packed with high tech buildings cannot attract people it shouldn't be called smart city - it is a ghost town.
it's called ghost city,note that there are people living there and doing businesses and engaging in other socio- cultural activities just that population of people there are very small..........and most ghost cities are more developed than normal high pop density cities

I knew China did stuff like this but was not aware about S. Korea. Seems like a better idea to a smaller area first and get the occupancy to reasonable numbers, then do another block or 2.
