I am from Uzbekistan. I applied for visa 2 month ago and my application was rejected. Here's the text of ECO's supporintg evidence:

* You state that you are able to speak English but have provided no evidence of this. You have taken no recognized English language evaluation test, such as IELTS test or TOEFL. Therefore, I do not consider that you have demonstrated, on the balance of probabilities, that you have sufficient command of English to foolow the course as you wil be required to understand complex phraseology on the Diploma of Business Administratioin course. Paragraph 57 (ii) of HC 395

* I note that you have stated you will return to Uzbekistan and resume your emplyment. However I do not find it credible that a company which is providing no financial contribution towards your costs, can genuinly expect you to return and continue your employment with them. Even though your employer state in their support lette that the company needs specialists they are not providing any funding towards your trip. As such I am not satisfied on the balance of probabilities that you intend to leave UK at the end of your proposed course. Paragraph 57 (iv) of HC 395.

Now I've got a letter that confirmes that the company I work for is ready to pay 50% of all costs. But I have no TOEFL or IELTS. I've got English Proficiency document from the University I graduated from, it is signed by the Head of English Language Department and by the Dean of my faculty. I have also some certificates of English.
Today is 26th day since my application was rejected and I have to decide whether to make an appeal or not in two days. Please give me advice! Will these docs satisfy ECO or not? And is it real to get visa quickly or it will be considered for 1 year? I've read on UK visas site that an appeal will be concidered by Senior ECO, and if the new docs satisfy him, he will give a visa immediately, not sending my documents to London.

Take the language test ASAP, get a letter from your company stating they are ready and willling to sponsor your degree program in the UK for a limited number of period and stating of whta relevance you will be to the country and to their organisation upon your return.

Most importantly go for the appeal. It might take up to a year, but it is good if you appeal against the decision of the ECO. At the moment, if you appeal the ECM cannot reverse the decision of the ECO because you have no substantive documents to prove otherwise the case of the ECO, except if you have a letter from your company stating expressly they are ready to finance you, and as well you have done the IELTS or TOEFL.

Though you could submit these various documents later on the in the appeal process when AIT ask for more supporting documents.

But most importantly try your luck on the appeal proceeds

You don't need to but try submitting two letters one headed reconsideration, the other appeal, with your verification letter from your employer and your previous place of study's proof of your proficiency in English. They can have the same content. The logic is for the senior ECO to be able to review his colleague's decision based on the new information you supplied.

If the decision can be reconsidered it would be better than an appeal that could take anything fron four months to six months.

I took the letter from my company stating they are ready and willling to sponsor your degree program in the UK. But I have no opportunity to take any recognized test like TOEFL or IELTS, because there is too much people waiting their turn. I have been waiting for my turn till today, but the deadline for appeal is the day after tomorrow.
But as I noted before, I have some Enlish language certificates. How do u thing, will they be enough or the Embassy accepts only TOEFL or IELTS?

As I understand, I can submit needed documents only by making an appeal. Firstly it will be considered by senior ECO, and if he will find that I submitted all necessary docs and believe me, he will grant me a visa. In the other case he will send my docs to London and then the process can last for month. Is it correct?
