Chairman of Nigeria’s Governors’ Forum (NGF), Gov. Abdulaziz Yari of Zamfara, has said state governors cannot enforce maximum security in their domains because they are not in control of security agencies.

Yari, whose state had witnessed killings by bandits and cattle rustlers, told newsmen in Abuja at the end of an NGF meeting that the governors were working energetically with the federal government to tackle the lingering security challenges across the nation.

The News Agency of Nigeria (NAN) reports that the NGF meeting, the third of its type this year, was convened to address critical issues facing the governors in their states in relation with the Federal Government.

‘We are not in control of either the soldiers or the police or any other security men but what we can do is to sit down with security men in our respective states to support security agencies.

‘’In terms of logistics, we are doing our best and we will continue to support the Federal Government in this regard.

The NGF chairman also told newsmen that the security challenge facing the nation was a global phenomenon which governments all over the world are striving to contain.

‘’The security situation in the country is a global issue and everywhere people are dealing with the security problem.

“The problem of security is what was inherited before the administration of today and before some of our governors emerged as governors and so as governors we are working to put in our best to support the security agencies in our respective states with logistics; that is what we can only do.

‘’This is our first meeting in the new secretariat of the NGF and we receive briefings from the Minister of Trade on the Agreement Establishing the African Continental Free Trade Area (AfCFTA).

” We looked at and deliberated on the best way for Nigeria to benefit from the agreement that was signed.

“We also received briefings from the Metereological Centre with focus on Nigeria as a whole on expected rainfall pattern so that we can make proper planning for our farmers.

‘’We also received briefings on Stamp Duty Revenue from a consortium of consultants and we set up a three-member committee consisting of governors of Ogun, Niger and Akwa Ibom states, to find out how we can benefit from the stamp duty revenue received over the years.

‘At the same time we got briefings from the Traffic Management; we observed that it helps in two areas. One to get revenue generated and two, to help insecurity,
“‘Most of the countries in the world when you have your car, whenever it is stolen, it can be identified easily through that process.

‘We are trying to import that system in Nigeria so that Nigerian people can benefit from it.

‘This is what is done all over the world. When a car is stolen, it can be identified easily and also on the issue of revenue generation.

I still believe it's these governors choices that allow these kind of unfortunate events to continue happening in their states.
Because If you can't be creative in finding solution there are alot of examples in the History.

I'm with you on this.

The truth is;
Nigerian governors; mostly those in the South are ball-less scarecrows.

Imagine Benue state had a governor like Adams Oshiomhole or Taraba had a governor like James Ibori.
All these anarchy would have been tackled headlong from the state level.

What we see today are powerless governors who depend on the President's order to carry out their assigned job as Chief Security officers of their own states.

This will forever be unjustified.

This is yet another consequence of the incredibly idiotic overcentralized system we run in Nigeria. Even the USA whose federalism we blindly copy pasted have state police and grassroot local county sheriff forces.

Imagine a working governor unable to control the police force of his state, effectively he can't even declare a state of emergency on his own. Imagine!
How will an "Ade" from Oyo understand the workings of Sokoto state? How will Chibuzor from Abia be effective in Benue? how will bala from Jigawa understand the complexities oF Rivers State gangs

Radical decentralization of the police force plus grassroot recruitment is needed, Eben if just for local Community patriotism, but nah we'll rather just remain obtusely stupid!!

Please don't just try to defend the wrong policing model we have here. Please.

It's grossly efficient and gives the responsibility of security to governors without the authority to back it up.

So, one of two things:

It's either you STOP referring to the governors as the chief security officers of their states and saddle the security responsibility on the president, OR


Let states have their own police and assume full responsibility and authority for the security in their states.

And of course the second option is the more efficient one in a federal system.

Decentralized police is the answer to secruity concerns. The police force should be run by local gocernments. You need fiscal automony for it to work. The states can have their police if they choose. They also need decentralize prisions. The federal government should focus on manning borders, curruption and interstate crimes like FBI.

Most governors talk too much. They run to press, cry on social media, complain and blame. If you ask them they'd claim "I am doing my best to contain the situation" or "we are going to investigate the matter". They would not take steps to establish any working and respectful relationship with their State Police bosses. Some even imagine the State CP is theirs to Lord over instead of forming a partnership!

State CPs do not call Abuja for every action, they are authorized to act and report later, taking responsibility for their actions.

Yes, the governor cannot "control" his state's CP but they can "brainstorm" together and achieve peace together. At this level, they share intelligence, resources and success. Because of bossy attitudes and lack of rapport, CPs and governors are known to be at loggerheads and mutual distrust, Benue and Taraba as cases.

I was referring to a mutual and cordial relationship. Their goals are the same. The governor should yearn for peace for his people, whilst the CP aspire for peace within his jurisdiction.

Here's a real life example of the failure of the police from Zamfara. Even when governors do everything right they fail.

Zamfara governor's story.
“The other time we had intelligence that bandits were camped on a mountain, ready to attack a village.
“It was the state commissioner of police that brought it to me. We agreed to increase the Mobile police in the area.
After some time he came and said that he had orders to withdraw the police because they wanted them elsewhere and I said we should rather increase not withdraw.
I was preparing to travel to Turkey. The moment I travelled, the CP withdrew the police and in less than two days, the criminals attacked the village, killing more than 30 people.

After the idiot fails he gets promoted by federal government.

“But what did we see, a few months after, he was posted elsewhere and soon after promoted as Assistant Inspector General of Police”
