Honest mistake. Contract sum is N9.2 billion not N5.2 billion as I typed earlier. An honest typo. Contractor was paid an upfront of N1.4 billion which represents 15% of the total contract sum.

Daily Trust investigation however revealed that while only 15 per cent of the contract sum was paid to the contract, records at the ministry showed that about 40 per cent of the contract sum had been paid out.


Following the mobilisation, our checks revealed that the contractor had procured and brought into the Velodrome at the National Stadium over 200,000 pieces of the clean cook stoves including mini LPGs, Stove 80, Envirofit among others.

The ministry was to follow up on the issuance of waiver to the company for the procurement but this was also terminated and as a result over 500,000 pieces of the stoves are currently being held at one of the ports in Lagos.


A staff of the bank who pleaded anonymity told Daily Trust that, “We were shocked when we saw the letter from the ministry but the contractor was able to bring evidence to the bank of work done so far and certified by officials of the ministry.”

A directorate staff at the accounts department in the ministry who also didn’t want to be mention told Daily Trust that the going on in the ministry regarding the stoves showed clearly that the stoves would never get to the rural women.

“The contractor is subjected to all sorts of abuses and ridicule because he has refused to ‘cooperate’ and if things continue this way, I’m sure they will never be paid,” the source said, “The contractor was asked to bring in a little less number of the stoves than what was contained in the contract but his refusal has pitched him against the minister who has only few days left in the ministry and the permanent secretary who has taken charge of the whole affair,” the staff said.

Effort to reach the contractor was not successful as he was said to have relocated from his office in the Central Business District in Abuja.

Was the contractor not paid mobilisation fees? Contracts can be terminated.
I ran a construction firm for 6 years and some of my contracts were terminated after we started work.

If a contract is terminated and the contractor feels he had done more work than he had been paid up till that point. it is left for the contractor to ask for reconciliation and balance of work already executed.

APC LOOTED NIGERIA FOR 18 YEARS.

Out of 24 APC governors today, 22 of them were members of the PDP that ruled for 14 years before the formation of APC in 2013 and Now adding another 4 years after taking power in 2015.

As if that is not enough 20 former PDP governors are now in APC and many of them with corruption cases, but PMB's corruption fight "no reach their side."

It seems you work or worked for Integra Renewable Energy Services Limited. Please help us answer the following questions;
How was the company able to get import waiver for the first batch of 200,000 stoves?

In how many batches was the company supposed to supply the stoves and what are the mile stone payment terms.

Since the contract has been terminated how much is the FG owing the company, or is it vice versa?

Please help us with a copy of the contract.

There is a post currently trending on the frontpage of how GEJ scammed Nigeria with a cooking stove scheme that is currently laying waste in the National Stadium.

Before APC whip up another propaganda, here are the facts of the story:

1) The quantity of stoves stipulated to be distributed in the contract was 750,000 as against the 20 million cooking stoves been dangled around by BMC members as evidenced in this post.

2) 700,000 pieces out of the 750,000 pieces of the stoves were actually supplied by the contractor Messrs Integra Renewable Energy Services Limited.

3) only 15% of the contract amount (contract sum is 9.2 billion. 15% of that is around N1.4 billion ) was paid to the contractor as mobilization, and it is with this amount that he imported the over 700k stoves.

4) The minister of environment revoked the contract and has refused to pay the contractor the balance of the fees as stipulated in the contract.

5) All this were happening in May ,2015 at the very tail end of GEJ's administration. The project was duly handed over to the new Buhari government who stalled it ( they took 6 months to appoint ministers) and left the stoves rotten away.

Firstly, there are many small-scale artisans or firms that could easily have manufactured these cookstoves in Nigeria. It is not rocket science to design, fabricate and distribute the cookstoves. undecided instead, they chose to import it from Germany or one foreign country, thereby wasting our foreign exchange.

Now there is an on-going scheme in the North-east to produce the cookstoves locally, which is what they should have done from the start.

Secondly, why import cookstoves that would still use firewood chips, charcoal and rice husk briquettes, instead of promoting the use of LPG gas stoves and cylinders, that would have eliminated the use of firewood, wood chips and charcoal? Fuel-Efficient Cookstove Production/Training Centres in Borno State by Nigeria Cleancooking | Apr 30, 2018 | News

The International Centre for Energy, Environment and Development (ICEED) with funding from the Food and Agriculture Organisation (FAO) and the Norwegian Ministry of Foreign Affairs has established three (3) fuel-efficient cookstoves production/training centres in 3 Local Government Areas (LGAs) in Borno State. The centres are in Jere, Konduga and Maiduguri LGAs and have provided training to 100 people on technical and business aspects of fuel-efficient coookstoves production across the three L.G.As.

During the launch of the Centre in Gongulong community in Jere LGA on April 16, 2018, Mr. Macki Tall, FAO’s Deputy Country Representative noted that the measure was part of a comprehensive programme initiated by the organisation to reduce dependence on firewood, encourage development of alternative energies and provide sustainable livelihood to communities.

According to Mr. Tall, people engaged in firewood collection were prone to attacks and abduction by Boko Haram insurgents, while women and children were exposed to eye and respiratory infections through inhalation of harmful firewood smoke. The project foresees to distribute at least 5,000 locally produced fuel-efficient stoves in the three LGAs to households with very limited access to firewood.

This will help them to reduce the amount of firewood needed to meet their daily cooking need. The Borno State Commissioner for Environment, Alhaji Kaka Shehu represented by Mala Barma, the Permanent Secretary in the ministry, stated that the forest in the state has been subjected to large scale degradation, due to the strangulation of businesses and economic activities, as a result of the activities of the insurgents over the past years. http://nigeriacleancooking.org/

The contract and the objective needs to be questioned. However, I am still trying to see the aim of the BMC. Are they saying because GEJ imported stoves, it is alright to do the same by sharing shoe brushes and shoe polish as youth empowerment? Where is the change and how are they different from the PDP?
They should show what they have achieved instead of always pointing fingers.
In all the mugu is the person with the PVC. Will it change in 2019? Stay tuned.
