What would it cost to build a structure like the one in the attached picture?

Each floor will be all open space.

The ground level will be used as car park.

The next level will hold about 15,000 cubic feet (i.e. about 425,000 kg or 425 tonne) of water.

The third level will hold much less weight.

Let's assume the land dimension will be 100ft x 50ft.

The location will be in Ilorin, Kwara state.
