Your last line kind of provides answers though... Cos I'm a consultant and I will only go for bespoke/custom solution ONLY if there is no enterprise quality free solution. WordPress for example is free and probably the best-in-class CMS available

Yabatech that cannot manage its official web page now acquires a proprietary solution to detect plagiarism . I laugh in French!.

There are so many service pledges on its web page that when attempting to view any of the service pages, they are either server not responding or the page removed without any courtesy to redirect or inform the public.

This is just politics from a school . Should this be given this much attention?

Any of the two. It may shock you to know that not all free plagiarism online application works hence it is better to use the one used by your school
