Why is the police stopping members of CAN in Adamawa from protesting against the killings in the state?

Is this another endorsement of killer Fulani Herdsmen by a Government institution? another weird decision by the police. what happened to providing security for the protesters to ensure the protest is peaceful?.

The Police has not protected the people killed by herdsmen.

The Police has not arrested the killer herdsmen.

The stops the protest against the killer herdsmen.

The Police is headed by an IGP, who was nominated by the Chief Security Officer of the country, Mr. President.
