When you create a blog on Blogger.com, you get a domain name like name..com and this is what we call a free domain name or a sub-domain.

Where as a custom domain name is like like this: name.com. An example of a custom domain name is jokevs.com.

For the sake of this guide, i will assume you have purchased a domain name from GoDaddy and you have Created your Blogger Blog and have access to the dashboard.

Step-1: Login to Blogger
The first thing you need to do is to Login to your blog to have access to your Blogger dashboard.

To do this:

Go to Blogger.com
Put you email and password and Log in.
