The ONLY time that White Paper Card was used for voting in Nigeria, was the 2011 elections that brought in Goodluck Jonathan, it was organised by GEJ a PDP President, and at that time, almost all the states in the North had PDP Governors.

It is therefore safe to say, it was PDP that registered under aged voters!

Go back and read the body of the useless post. Children didn't vote and weren't even allowed near ballot boxes by security personal.
