I want a one time offer wordpress plugin (and a joomla extension). is going to be a kind of page that appears to any new member that registers on my blog.

The features of the plugin should be;
1. I want the OTO plugin script to have a countdown
2. I want the page to appear whenever someone registers or whenever I set it to
3. Can be used to offer multiple OTOs
4. can be personalised for each person that registers/signs in.
5. A re-direct page when \ever the count down expires
6. a free and a pro version of the plugin to be created,

Can anybody do this, And how much will it cost?

well i can help with the OTO wordpress plugin but not joomla (i dont use joomla).That is if you havnt done it already
